The turtle is a common motif for Native American Beadwork. Metis people have a special attachment to it as a symbol of their cultural history in the Great Lakes. The full pattern here has 2 color examples and 2 different tail and leg configurations.. These are often shown in Barrette designs, but many other possibilities exist.
